Congress Proposes Bill to Streamline Medicare Advantage Prior Authorization Process for Timely Senior Care

As the population ages, the well-being of senior citizens becomes an increasingly critical issue. Unfortunately, many seniors face frustrating delays in getting essential medical care due to the prior authorization requirements of Medicare Advantage (MA) plans. These hurdles not only postpone critical treatments but also impose a hefty administrative load on physicians, taking precious time away from patient care and redirecting it to paperwork. Thanks to our tireless advocacy efforts, Congress has recently introduced the Improving Seniors’ Timely Access to Care Act (H.R. 8702/S. 4518). This groundbreaking bipartisan bill aims to streamline the prior authorization process for MA plans, offering a much-needed solution to these issues. The proposed legislation seeks to:

1. Introduce an electronic prior authorization system for MA plans, incorporating standardized transactions and clinical attachments.
2. Improve transparency around MA prior authorization requirements and their implementation.
3. Empower the Centers for Medicare & Medicaid Services (CMS) to establish timelines for electronic prior authorization requests, ensuring swift determinations, real-time decisions for commonly approved items and services, and timely responses to other authorization requests.
4. Enhance protections for beneficiaries to elevate their enrollment experiences and outcomes.
5. Require the U.S. Department of Health and Human Services (HHS) and relevant agencies to regularly report to Congress on efforts to uphold program integrity and explore further enhancements to the electronic prior authorization process.

This bipartisan legislation garnered significant support with 378 cosponsors in the previous cycle, culminating in its successful passage through the U.S. House of Representatives. The American Optometric Association (AOA) is enthusiastic about building on this momentum and the achievements of the past cycle as we move into 2024. They are committed to taking proactive steps to further propel this crucial bill forward, ensuring it continues to receive the attention and support necessary for its enactment into law.
